Hampshire County Council has launched its Good Neighbour Award Scheme for 07/08, giving people the opportunity to say thank you and reward the support of volunteers and friends, whether someone who collects shopping for an elderly neighbour or helps tidy gardens.

Leader of Hampshire County Council Councillor Ken Thornber said: "We have been hosting these awards for three years now and it's an occasion that I really look forward to. Hampshire County Council recognises that good neighbours are essential in our local communities and this awards scheme is an opportunity to reward and encourage those that volunteer their own time to support others."

War hero awarded Silver Star after his death

This month, the Marine Corps posthumously awarded Sean the Silver Star, the nation's third-highest award for bravery under fire, for his actions during the Fallujah firefight. The ceremony was Feb. 6.

"It was the day he turned 25," Stokes said, then corrected himself. "Would have been 25."

It was the first time a no-stripe private had been awarded the Silver Star since Vietnam, and only a couple of people got one even back then.

Records announced on Friday that it has filed suit against music streaming search engine, SeeqPod. According to Ars Technica, the media giant claims that the search engine, though it does not host any of its available files, infringes on the copyrighted works of intellectual property owners.

SeeqPod defends itself, using the DMCA's "safe harbor" provision to protect it from lawsuits.

Under the provision, companies that only link intellectual property, and not host them, are protected from lawsuits. The provision was meant to defend search engines that link to illegal websites, so long as the web service does not hand select certain material that can be linked. Only as long as the service automatically links without specifically selecting the recipients of the material or the material itself, is it protected under the provision.

As housing bubble deflates, rent stays high

Montana's soaring home prices have spilled over into the rental market, sending monthly rents higher all across the state, said Scott Rickard, an economist at Montana State University-Billings.

But while data suggest that housing prices have gone down over the past year, including in the Gallatin Valley, rental prices have stubbornly stayed level or continued to increase, putting an extra strain on those unable to afford home ownership.Rickard, director of the applied economics department, recently studied Montana rental prices and found that a typical two-bedroom apartment in Bozeman cost $700 a month. By comparison, similar apartments in Great Falls cost less than $500 a month.Rents like the ones in Bozeman can price low-income families out of the market, Rickard told the Montana Economic Outlook Seminar in Bozeman on Wednesday.The Human Resource Development Council in Bozeman, a nonprofit organization that helps low-income people, reported slightly different average monthly rents, with a two-bedroom apartment coming in at about $650 a month.

Internet firm cuts racist's Web site

An Internet service company has pulled the plug on its most controversial customer, a Roanoke white supremacist who used his Web site to suggest that six black youths be lynched.

Global Web Solutions cut off service to William A. White on Sunday, after receiving complaints about White's online commentary on the so-called Jena Six case in Louisiana, company owner Randy Armbrecht said Wednesday.

White has since restored the Web site, although not all of the previous links have been updated.

In a posting last week, White published the names and addresses of six black youths charged with assaulting a white classmate in Jena, La., along with the words: "Lynch the Jena 6."

The FBI is investigating whether that broke any laws -- a decision that Armbrecht said he has already made.


Collier's sheriff again hosting citizens academy

Anyone interested in learning more about the inner-workings of the Collier County Sheriff's Office will have an opportunity this spring when the agency once again hosts its citizens academy.

The academy will be held every Monday from 6 p.m. to 8:30 p.m. from April 14 through May 19 at the Professional Development Center, 615 Third Ave. S., Naples.

The six-week academies are held two or three times a year. Over the six weeks participants typically learn about youth relations, dispatch, the marine unit, the jail, the SWAT team, among other aspects of law enforcement.

Anyone interested in attending needs to fill out an application.

Applications can by obtained on the Sheriff's Office's Web site, www.colliersheriff.org, but clicking on "How Do I?" and then clicking "Attend the Citizens Academy." Completed applications can be faxed or mailed to the Sheriff's Office's Public Affairs Bureau.
